VETERAN MEDALS.

The medals voted by the General Assembly at the session of 1865, have been received to the number of 20,000; of which about on-half have been distributed, principally in separate envelopes, through the mail.

On the receipt of the medals after the adjournment of the Legislature at its last session a difficulty arose in the fact that no provision had been made for the payment of postage or expressage. The amount required to send the medals through the mails would have been about eighteen hundred dollars, more than it was proper or prudent at that time to pay out of the Governor’s contingent fund. Under this state of affairs I wrote to one of our Senator’s in Congress, Hon, JOHN SHERMAN, informing him of our dilemma, and requested him to report a Joint Resolution giving us the privilege of sending the medals through the mail free of postage. Mr. SHERMAN promptly offered such a resolution, which was adopted by both Houses of Congress.

Great difficulty is experienced in learning the present address of the soldiers entitled to these medals, or in the event of their death, that of their relatives. Were the addresses known the medals could have been all distributed ere now; but as it is, many of them must remain on hand for years.

Col. D. C. Cox has given his personal attention to the distribution of the medals, and has adopted the plan of calling on the company officers for information as to the residence of the soldier. This plan is working well, and he is sending them off very rapidly. Many of the officers of our veteran regiments have made application for medals, supposing that they were included in the joint resolution authorizing medals to be procured. It will be remembered, however, that General Order No. 191, of the series of 1863, from the War Department, made no provision whatever for the re-muster or continuance in service of the commissioned officers of veteran regiments, and these medals were only voted “for each veteran volunteer who re-enlisted under General Order No. 191, from the War Department, in 1863.”

Many of these officers are very desirous of having the provisions of the joint resolution extended to them, and I know of no good reason why it should not be done. It was mainly through their influence that the enlisted men were induced to re-enlist, and those officers who continued in service are certainly entitled to the same recognition for their services as the men whom they commanded.
